i would say this as visual candy over function - does this counts space utilisation, pedestrian safety, economy of service... maybe its too much sugary for the right health :)
If you look at the link Joe found (and the picture) you will see that this is not "sidewalk" that has been molded to hold bike wheels, the entire surface area looks to be made of a rubbery or at least pliable surface component. I don't imagine that, walking on it, one would confuse it for a sidewalk. I also gotta believe that most cities would somehow cordon off the area or define it's boundaries, if only with a raised metal bar around the perimeter. Looking at the link's pictures some may additionally chose to orient it vertically.

@adeyemi I can tell you that the city bikes in Copenhagen don't look like this at all! :) They are way more uncomfortable and way uglier!
