Tattoos are very taboo in Japanese culture, looked down upon as a sign of criminality and 'Yakuza'. Many places, spas and baths for instance, refuse the custom of tattoo'd patrons. Note how it's not completely over her shoulders, the cleavage gap and the the sleeve descending only to the upper forearm — so that she can wear regular clothes without her tattoos being visible.
They are also very taboo here in Greece... the orthodoxy teaches that it is considered blasphemy to deface "god's" work (our bodies)... whateva.
